Workforce Development Needs Assessment Project
About the Project
The Workforce Development Needs Assessment Project being led by NLWIC is a province-wide stakeholder consultation initiative to be held annually until March 2028.
The primary goal is to gather meaningful input from labour market stakeholders on current workforce challenges, skills and training needs, population growth, and access to and/or awareness of training funding, programs and services. By identifying the diverse needs, priorities, and expectations of our stakeholders, NLWIC aims to support evidence-based planning and decision-making. This initiative will look to strengthen our engagement with workforce, industry, and community partners, ultimately helping to identify critical barriers, gaps, and opportunities for improvement and innovation in Newfoundland and Labrador’s workforce development landscape.
Findings will help inform future workforce development, policy and programs/services planning and implementation, support improved awareness of, access to, and alignment with regional and sector-specific organizations and needs, and contribute to a more adaptable, resilient, and sustainable labour market throughout Newfoundland and Labrador
Who Should Participate
NLWIC is inviting a diverse range of stakeholders in Newfoundland and Labrador to share their organizations’ experiences and suggestions. All are encouraged to participate, regardless of previously accessing workforce development funding, programs or services.

Why Your Input Matters
By participating, your organization’s feedback will help inform current and emerging workforce development challenges, priorities, and opportunities. It will help NLWIC understand barriers to accessing workforce development programs and services, gather insights on skills and training needs, and inform the planning and continuous improvement of initiatives, including those funded through the Labour Market Development Agreement (LMDA) and Workforce Development Agreement (WDA).
Ultimately, your input will support evidence-based decision-making that enhances labour market participation, regional resilience, rural development, and long-term economic sustainability.

How NLWIC Engages NL Labour Market Stakeholders
We encourage all stakeholders to participate and help shape the future workforce of Newfoundland and Labrador.
Online Survey
This is a key opportunity for the public and labour market stakeholders to share their insights.
The survey was confidential and anonymous, taking approximately 10-15 minutes to complete. When completing the survey, we asked that participants respond from the perspective of their organization or when applicable, the sector, membership, or community their organization represented.
The deadline in 2026 was Thursday, September 24, 2026. We appreciate your participation and support.
Follow-up Discussions
Survey respondents are provided the opportunity to request a follow-up discussion to discuss specific issues or provide additional information not covered through the survey.
