Twelve NLWIC Mandated Recommendations
The twelve mandated recommendations are organized around 3 key areas.
Data Collection
- Recommendation 11 – Invest in mobile, online/virtual training to increase flexibility in offerings and improve access for remote apprentices.
- Recommendation 16 – Direct private training providers, College of the North Atlantic, and Indigenous Skilled Trades Office to deliver specific block training in, or adjacent to, remote communities.
- Recommendation 18 – Use internal and external data to assess performance and labour market outcomes of Indigenous persons in apprenticeships.
- Recommendation 21 – Utilize internal and external data to assess performance of newcomer apprenticeships/trade qualifiers and labour market outcomes to determine success of measures to improve participation in apprenticeship system.
- Recommendation 23 – Utilize internal and external data to review performance and labour market outcomes of women in apprenticeships.
- Recommendation 3 – Conduct consultations/outreach to stakeholders in the development of the Three Year Roadmap and create Sectoral Advisory Councils for each sector.
- Recommendation 29 – Determine the key labour market information required to identify access issues and evaluate the success of apprenticeship policies and labour market interventions.
Development
- Recommendation 28 – Utilize an outcomes-based framework to inform the Provincial Apprenticeship and Certification Board’s work and assess effectiveness of training system.
- Recommendation 4 – Provide stakeholders with a summary of the labour force outlook analysis developed by the Government of Newfoundland and Labrador and solicit industry views to validate implications for human resource planning.
Action
- Recommendation 30 – Develop a data governance framework that supports performance monitoring and evaluation needs.
- Recommendation 2 – Develop a Three-Year Roadmap to outline the vision for the apprenticeship system.
- Recommendation 1 – Amend the Apprenticeship and Certification Act and Provincial Apprenticeship and Certification Board (PACB) mandate to recognize a partnership with industry.
